Thakur Pyarelal State Institute of Panchayat & Rural Development (TPSIPRD) is the premier Institute under the department of Panchayat & Rural Development, Government of Chhattisgarh. It was established on November 1, 2002 in response to the emerging capacity building needs for rural development of the newly created state. Institute is now functional in its new campus in Nimora at a distance of about 17 Km from Raipur. It is playing a major role in the capacity development of functionaries of Panchayat and Rural development department and elected representatives of Panchayat in the state. The functionaries of the 3-tier Panchayat Raj system are being trained to effectively perform regulatory and developmental functions. The main objective of the institute is to build the capacity of the Panchayati Raj Institutions, functionaries and members of the civil society organizations engaged in rural development. TPIPRD, Raipur along with 6 Regional Panchayat and Rural Development Training Centers (RPRDTC) are engaged in enhancing the governance capacity of these actors and also of the civil society organizations.
Chhattisgarh the youngest state of Indian union carved out of Madhya Pradesh in November 2000, is on the path of development through democratic decentralization. Through majority of the economic and development indicators define the state amongst the most backward once, the state Government has been trying hard to keep up the pace of development. The state amended its Panchayat Raj Act in the year 2004 to accommodate the new development paradigms. Most of the Rural Development Programs are being implemented by the Panchayati Raj Institution(PRI’s) at the district, block and village levels. Therefore, the state agenda of inclusive growth, to a large extent, is contingent upon the capacity of the PRI’s to provide good governance.

By creating and sharing usable new knowledge for inclusive growth, the TPSIPRD aims to be a world-class High-Performing Knowledge Institution that has the ability to guide rural development and local governance reforms in Chhattisgarh, other states in India and other countries.

Objectives :
To act as apex level training, education, research and consultancy organization in the area of local governance, rural development and urban development.
To support the design and implementation of local governance reform and rural development programs.
To build the capacity of elected representatives, officials, and representatives of civil society organizations associated with the rural development and local governance.
To establish Schools/Centres for
(a) Study and Orientation
(b) Training and Instruction,
(c) Research and Evaluation, and
(d) Extension and such others as may be necessary to achieve the objectives of the Society.
To collaborate with other institutions, associations and societies in India or abroad interested in similar objectives in consultation with Government of Chhattisgarh.
To promote networking of institutions to facilitate sharing and management of knowledge on rural development and local good governance.
