Thakur Pyarelal Institute of Panchayat & Rural Development (TPIPRD)) is the premier Institute under the department of Panchayat & Rural Development, Government of Chhattisgarh. It was established on November 1, 2002 in response to the emerging capacity building needs for rural development of the newly created state. The institute is now functional in its new campus in Nimora, at a distance of about 17 Km from Raipur.
Over the past few years the Indian Space Research Organisation (ISRO) has demonstrated the potential of the application of the satellite based interactive communication system for capacity development.
Satellite Communication (SATCOM) technology offers the unique capability of simultaneously reaching out to very large number of people spread over large distances even in the most remote corners of the State. The institute is using distance learning technologies and multi mode training services, delivered through an expanding range of partnerships for sharing knowledge with growing numbers of participants quickly at low cost.
The short term courses seem to be only appropriate for building capacity for implementation of the ongoing programs of the governments rather than grooming functionaries of the Panchayat and Rural Development department and elected representatives of Panchayat for the higher-level responsibilities of governance.
The long-term courses were launched for building deeper understanding of how to provide good governance. The institute currently offers 3-months certificate courses on decentralised planning and livelihood planning & supply chain management.

Helpline has been launched to fulfil the changing information needs of the elected representatives and functionaries of the local governments. People can dial the toll-free number to put forth their queries and receive expert guidance. Two professionals are stationed at the institute to respond to the queries during working hours.

"Hamar Gramsabha" is a radio program that seeks to increase knowledge and support for rural citizens. Hamar Gramsabha" has been broadcast from all the five Radio stations of Chhattisgarh on every Sunday at 07:30 pm.
